slight oil coming from blow off valve

slight oil coming from blow off valve
hi my friends got a blow off valve in his 95 wrx, and hes noticed that slight oil comes from the round circular bit of the valve. what could this be is it serious, he hasn't got a standard dumpvalve to put back on. could it be connected to the hks induction kit etc. any help greatly appreciated.

Is it engine oil or oil that is part of the Dumper ?? Most Dump Valves have a oil type substance to keep them lubricated 
I can remember my previous Forge had a fair bit of oiley residue on it
