Default Number plate brackets?

Wasn't sure where to post this but im sure it will be moved if it is in the wrong area!
Neighbour has number plate brackets on the rear of his saloon but wants to remove them are they welded on or is it simply a case of unscrewing them? I know a few wagons have square number plates and they use these to seat them? would be interested to see if they could be removed and if so how?

Again sorry if its in the wrong area!

I had these on my Import, take a drill with a 5mm bit and drill the rivet which fixes the no.plate bracket to the bracket on the body,(acts as a pivot) and all should drop off. It takes about a couple of mins.
