Anyone know what this is.....????

On a MY95 UK Turbo Wagon. It's attached to the driver's side inner wheel arch, next to the airfilter. I think it might have something to do with the breather system
. The clutch has recently been changed, to do this the radiator was removed and the engine move forward. Once everything was connected back up this unit has been ticking away permanently. The strange thing is the unit itself wasnt disconnected .
Has anyone got any thoughts as to the cause/cure.
Any help will be much appreciated.
