Tappet replacement on Legacy Turbo?

Tappet replacement on Legacy Turbo?
Guys,
We have a '95 Legacy Turbo which is a fantastic car, but now sounds like a Singer sewing machine!
Much as I'd like the luxury of re-trying different oils to cure the problem, we're in a position where we need to sell the car. Therefore I wanted to get the tappets replaced and a Subaru service done to keep the books in order.
No-ones keen on doing the tappets! Not even any local(ish) dealerships!
Anyone recommend a course of action?

Is it just a bolt on job? Do you need the accompanying pistons, etc?
