Default this might sound really......

stupid and obvious, but can a dump valve be fitted the wrong way around??

mine has an arrow on it, standard oem on my97. pointing towards the intercooler, after it went to subaru, but previous to going to subaru im sure it was pointing back to the induction pipe.

if it can be fitted wrong, is right or wrong now??

My OEM dv on my my96 uk has an arrow pointing back towards inlet system, always has done always will do!

fine, pointing back towards air filter it is then!

any one else know the answer for sure

You should have a small pipe comin off the dv leading to the top of the inlet manifold. This is the one to T into when fitting a boost gauge(did it last night! )
If yours is same as mine then I fail to see how the dump valve could go on the other way as this pipe would be unable to connect.
I can tell you I know for certain that my arrow points back the way!
