Try a magnex. Good quality & gives that nice flat 4 rumble without being to loud.

Smile decatted downpipe

Try putting a decatted (or sports cat) downpipe on. that should free up a load of horses for you. I would recommend Hayward and Scott which seem to be well regarded on here.

cheers

H+S or RCMS 3" open neck D/P and Revolution 3" exhaust. If your car has the standard set up at present you will be smiling when you drive it with this combination. Not loud and looks good but understated.

Get yourself a set of subaru 4 pots and some decent disc/pads as this is the best place to start
Then get a knocklink and bosch sensor, then go for the full decat and filter.
ECU's are a bit of a problem though on MY97/98 cars so your a little stuffed there unfortunately (your options are pretty much set to link ecu or scoobyecu if they do one for a uk car?)

No scoobyecu - options are limited to replacement ECU or Power Engineering remap.
