The ecu on a my/00 is not supposed to be as good a s my/99 ecu! My my/00 has a PPP, would this make the ecu better than a my/99? or would a my/99 with PPP put out more power?

The PPP ECUs will be identical on MY99s and MY00s i.e. same power. Your PPP ECU will be better than the plain MY99 ECU.
