Cooling Fan on when not needed…

The cooling fans often switch on when the engine is stone cold. I notice it as I load the car or close garage door. They may spin for 30” on and then 30” off & repeat… Deffo the engine cooling fans as I’ve had the bonnet open to check..
Have swopped the £30 (ouch!) water temp sensor switch that kicks in the two electric rad cooling fans (I would assume via a relay) but to no avail.
Any ideas what else could be causing this to happen – thought that circuit was pretty simple!

Yes Bob, generally Air Con IS on (I sense a pattern...) as it is nice to get in a cool car after dashing about looking for house keys/radio faceplates/Snooper/shades/wallet/dog/missus/mints
