Turbo dying?

I have a legacy twin turbo and recently, I notice a loud whistling noise from the engine bay which is more evident when the engine is cold. Its not a whining noise which some people have described on here. Could this be a sign of the turbo dying or just getting noisier with age. It is a MY98 with 65000km on the clock. It drives normally except I think I have a minor problem with the standard BOV/wastegate being a bit sticky and I can hear "leaking air" noises when at 2500-3000rpm. Could this be related?


I guess its the smaller primary(?) turbo making the noise as it is evident between 1500-3000rpm.

Any advice thoughts/advice appreciated.
