Prodrive boost regulator/ overflow valve ???

A local Subaru specialist had a look at my recenly purchased my99 the other day.

He commented that there was a Prodrive boost regulator/ overflow /valve or something in the engine bay. He said this is a good thing to have, as it enables smoother boost (will deliver less of a kick though). It is not a restrictor apparently.

Car has Tek2/ full decat etc - Have been getting slight overboost in 4th/5th gear under hard acceleration

Has anyone else heard of these things, and should I leave it on?

Someone is a little confused I think! We have never done anything that could be described in this way....
