what's that for?

In my JDM sti v7, there is an almost black, flat plastic button thingy - the size and shape of a 10p. It's on the top of the dash, almost 2 inches from the windowscreen and central.
What is it and how can I get under the dash to tighten it up as it rattles which really anoys me?
