Drivers side W/Wiper..........

My MY95 Wagon's driver side W/Wiper seem's 2 short!
It does not clear the bottom 6" of the screen.
Should the wiper be longer on the bottom half than the top half ?
A 20" wiper is usually 10" either side of the center connection,
should the scooby's be something like 8" for the top half, and
12" for the bottom half ?
