Speedo problems

Ive done a search and know this has been mentioned before but i cant find any definite fixes for it.
The symptoms are....sometimes when pulling off the speedo wont move until its about 20mph/ish and sometimes it works but the needle flickers at about 20 to 30 mph.
It doesnt do it all the time but it does seem to be getting worse.
Has anyone got any idea of where the fault lies ? I dont want to take it to Subaru for them to systematically change everything to find its the last thing they change
As far as i can work out its got to be either
1/ faulty sender on gear box
2/ loose connection at gearbox or speedo
3/ faulty speedo
4/ dirty fuse ????
5/ ECU
The car is a my98 turbo with PPP and the only mods on it at the moment are a decat center and Scooby sport back box.
Your thoughts ???

Had exactly the same problem as you describe on my MY98 Terzo.
First attempt at fixing it was to replace the gear box sender (under warranty) which had no effect.
Fixed it on the second attempt. Dealer recommended trying a speedo from a breakers yard. I picked one up for about 100 quid from Grade A Subaru rather than 350ish for a brand new one.
You have to buy the whole board (Speedo, Tacho and instruments) as it's a single unit. Swapped it over myself, which isn't too difficult and got the change in mileage due to swapping the board witnessed and stamped into the log book by my friendly dealer.
Did it about 4-5000 miles ago and haven't had any problems since
