will the turbo be better with normal tek2 mods on a uk 99 Vreg impreza, as for better bhp and increased torque, as long as it keeps pulling to the red line dont care if its low down torque or high end torque

You could use a Dawes with it to get the boost control nice, but use a knocklink when setting it up. Ideally you would have the Tek ECU remapped. Certainly this will get the most out of it. My main concern with bigger turbos and ECU designed for the TD04L is the amount of ignition timing at high revs is inappropriate if you fill out the boost curve.

surely once the tek 2 was remapped again it would be safe with this turbo, i also has an aquamist water injection system which im going to get fitted to keep engine safe

Yes of course. However, some people are thinking that the Tek 2 is suitable for a VF28 which it is not really.
