boost spiking

Just fitted dawes race version on my95 wagon with s/s from turbo back and if i set boost over 12 psi it shoots upto 16/17 psi and drops into 12 psi.this causes the petrol cut to come in.
Any ideas why its spiking so much.
The silver pipe comes off the waste gate and returns in on a t pipe just of the pipe from the turbo to the cooler.
