Put the new de/limiter-convertor on a couple of months ago.
I know the delimiter is working
But the dial doesnt start working until 25 mph and then its 25% out all the way up!!!!!!!!
The dial is set to zero and its been done very carefully so i havent broken anything!!

I have just brought a 1995 WRX which does the same, at first I thought that because it had white dials the needle hadn't been put on properly, but when I looked closer there isn't a little stop for the needle to rest on, so it must be right, mine has a mechnical kph to mph convertor does yours have the same? Maybe this is a common a problem on imports.

The first thing to do before messing around is to confirm if your odometer is reading correctly.
Do you have any well known routes where you know the exact mileage that you can compare with?
If that is reading right (or near enough) it confirms the speedo drive gearing (incl wheel diameters etc) and the reduction gearbox in the cable are all working ok.
Then you can start fiddling with speedo needle 'rest' position etc to get it to display the best it can across the usable range

MY94
odometer overreads by about 1-2%
speedo overreads about 10% but non linearly
eg something like
indicated 108 = real 100
indicated 77 = real 70
indicated 36 = real 30
If I could be bothered, I would reset the speedo needle back by about 6-7 mph
(ie lever the needle over any stop pin(but their isn't a stop pin?), notice the rest position, move it back 6-7mph
Good luck

Mine is a 1995 WRX and has a converter on it.... i seem to hit the limiter in 2nd gear when trying a 0-60 run, surely i should be able to hit 60 in second thats what makes scoobs quick...?????

Ive set the dial to start at 25 mph
That way at 50 it is reading correct but when i get up to about 120mph its only reading 95mph.
Its one of those mechanical convertors in the speedo cable.
I've even changed it for another one.......but still the same!!
Cheers
