Don't use it ... thats the passenger ejector seat
Actually agree with the rest .. Parking light switch. Best you find it this way. Everybody finds it when they are cleaning the car and then don't know how to turn the lights off.

When I had my first Legacy it was marked "POSITION" and the user manual was a bit Jap'ish so I thought it was connected with the adjustable steering column (some sort of memory lock I thought).
Found out the other day by chance that the car is still going strong with 170k on it.

First of you must set the time and date on your clock (don't tell me you can't see it). Then drive up to 80 mph and keep at that constant speed for 5 seconds. After that press the button and you will then be transported to that time. A word of advice though, do not attempt this on bridges or on a road that looks like a landfill or you'll be in deep doo doo...

when i picked my my 99T from the dealer brand new in march 99 as a test i asked them what this switch did!!
thought they had forgetten about it after a week as they could not answer it there and then.
after a week they rang me and said "its the parking light switch, sorry about the delay no one has asked us that question before!"
i said "i know, sussed it out the evening i picked it up!"

The problem is so common I had to put a page on our Scoobymods.com site:
http://www.scoobymods.com/forums/showthread.php?s=&threadid=448
Or you can hit the switch when you want someone to P-off
This is the second most common problem:
