Default Burning oil smell

I have a smell of burning oil, most notably at a standstill.
I am pretty certain it is coming from the turbo, as there is oil residue on the header tank around the pipe coming from the turbo, and the turbo squeals like a pig when pressed.
I know you can get rebuild kits for the turbo, are they any good/will resolve the problem or is it best just to bin the turbo and get a new one.

It's a 2003 wrx and as far as I'm aware has the standard td04.
We have never changed the PCV valve, will have had the car 10 years in Feb.
