My sills were the same last MOT. They hide a multitude of sins

Aye, mine have been cut out and new metal welded in. My repairer said it's caused by bad placing of trolley jacks which crushes the seam, cracks the sealant and water gets in.

I changed the skirts on my blob wagon last weekend, I was amazed at the volume of crud that had built up underneath.
The sills were in good shape with just a bit of surface rust at the jacking points, so I gave everything a good coat of waxoil.

Worth it in the end.
