Default bodywork guru,s help!

guys im hoping someone can give me a few pointers with this as its driving me mad . i had my rear passenger side arch cut and welded and repainted as i had the dreaded tin worm in the back arch. the guy did a good job but he did say he had bother with the arch "popping back out" on that side and that it was worn at that side where it connects and holds the bumper in place. drivers side is fine but this side keeps doing it and its driving me to despair!

i can see what appears to be a plastic body panel type of clip as in the 2nd pic which im guessing is meant to hold the bumper in place? ive tried levering it up a bit then pushing the panel in place and sometimes it holds for a while but as soon as you move/drive the car it just pops out again!!!!! i could bodge it with silicone or something to stick it in place but id rather not as there is some other rust issues to sort under the bumper so it will need to come off again at some point. any ideas would be great as it really is getting annoying having to push it back in place every time i get in and out the car!

There crap, 10mm bolt n nut, use large waseher to sandwich the plastic and it holds it alot better, do this on all mine
