Default Full boost , no power

Got a bug wrx as a daily. got a print out for 308bhp. got front mount, td05, sti injectors, fp
It boosting normal but the revs go up like the turbo isnt affecting the engine. noticed that the bcs is bypassed completely :s
so i took the vac line off the actuator to check if it would pull on full boost... had all the sound but no go

any idea what could be causing this?

Cheers

Like i said mate the bcs was bypassed with a vac line going straight from turbo housing to actuator, so i assume that would be 0.5bar

Even when i removed this pipe off the actuator to just check if it pulled it still didnt, just made more noise
