Default Can you achieve full boost but still be in limp mode?

Only reason I ask is when I first drove my Impreza (1995 WRX, standard bar rear box) a few weeks back it seemed to have that 'kick' that you expect from a turbocharged car and from my previous experiences in turbo cars.

But having driven it the other day it doesn't seem to have that thud yet it its making 0.9 bar which I believe is spot on for this year?

Its almost like its flat, doesn't have any urgency any more? Is the correct boost a definitive guide that all is ok? or could you be producing full boost but the car still being held back i.e by electronics etc...

I know what some will be thinking 'are you just use to the power' but I'm confident this isn't in my mind!

More to the point are you sure it wasn't over boosting previously? At what RPM is it making that boost?

making 0.9 around 4,000 rpm? If my memory serves me correctly it was 0.9 when I first purchased the car (its only been a few weeks)

It didn't feel like out of control power as over boost can i.e didn't hit boost cut when I first drove it so assumed it was all correct...

I guess i'm asking is full boost the sign of a healthy engine? If it had electrical gremlins or leaks etc it wouldnt be able to make the correct boost?
