Default boost / power issue

hello there i am currently need your help as i cant understand anymore what the problem might be !

i did a conversion on my 2005 blobeye from a 1600 ts
to a ej20g 93-96 with Z4
td05 16g
uppipe from 93-96 wrx
downpipe from 2003 STI
full catless exhaust 73mm inlet
FMIC
later converted coils
18inches with 8,5 offset alloy wheels
hks ssqv3 blow off valve
toda racing lightweight flywheel
exedy clutch
5speed gearbox from 99 impreza
with R180 rear diff and axles
and i use ngk pfr6g

everything else is stock grey injectors e.t.c
i am using 10w40 redline oils
at 90 celcius oil i got 1,5-1,6 bar oil pressure (from oil filter)
my AFR is PLX 10cm after turbo and i got warm at idle 19 afr
on normal driving warm i got 12-14 afr
on boosting i got 10-11

my problem is that my car seems slow my boost comes from 3400 to 4500 gradually to 0,45 and after 4500 untill 5500 suddently builds to approximately its 0,80

when i use my apexi power fc with stock map ej20g everything is same the only difference is that my iddle is scaling cold start and then it idles ok after some time and i can build up to 1 bar of pressure after 4500 and i feel a little bit of power my car there is no way of being more than 200 hp !

my knocks are excellent my compression are good

i have changed oxygen sensor i have cleaned boost solenoid ,map sensor ,maf sensor (i even changed also) i have the restrictor pill from boost solenoid going to the turbo

and i have no CEL code

please enlight me what the problem might be ???? i uninstalled the turbo and checked for joy or oil leak and nothing it has a little joy but nothing big
