Its derived from the JDM drift scene mate.
It started out as the midnight illeagal drift gangs in Japan.
Most of these gangs were also heavily involved in drugs and crime. They would hang things like train cabin grab handles and the like from their rear tow eyes.
Basically something that was clearly stolen government property as a show of force to the authorities.
This then phased into japanese manga characters and other toys that would be hung from the rear bumpers, and thats where it is now.
Unfortunetly the likes of a "Spongebob squarepants" doll hanging from the rear of a Saxo in Basildon doesnt really have the same coolness or effect lol.
But that basically what its about

I've heard of knickers or garters hanging off interior mirrors.
But never teddys off bumpers.
Deep V Halter Teddy with Applique luverly. I would hang that on my waist spoiler.
I used to have a Garfield that just had it's back half sticking out the boot. Looked quite funny going along with it's legs waving about. The faster you went the more they waved.

ive heard of the white train grab handles. but only in essex would it come to sponge bob.....now thats why i love essex.
