Default Damaged Car Help!!!!!!!

Upon taking one of the girls home last nite, I pulled in off the road to let her out, as I reversed I heard this crunch as I gingerly went forward hearing more horrible noises I looked in my rear view mirror to see what I hit only to see a bollard which had been broken previously and was sticking out the ground...

When I got home I had a look and thought "oh it's ok just cosmetic" upon taking a closer look having been back to take pics of the bollard I realised that the damage was infact more serious...

Just a scratch...

Not too bad...

B00llocks more than just a bl00dy scratch...

Bollard with debris from my car...

I will be writing a letter to Greenwich council about this incident and demand they pay compensation for the cost I am going to have pay to get it repaired,
Does anyone know how this could be written (ADVICE PLEASE)

Does anyone recommend a company that I could go to for a quote? I may even have to go through my insurance as the body work is damaged...(if i cant get the money of the council)

Thank you in advance

D
