Can an ECU do this?
Does anyone know if an ECU (on any Subaru) can voluntarily blow certain fuses to protect a circuit from damage? Eg if the ECU is receiving very confused data, for whatever reason, it can deliberately isolate a circuit therefor placing the car in a safe mode? Or is this nonsense!

Nah, I wouldn't think so but you've nearly asked two different questions in one. No, the ECU itself will not blow fuses on command. Fuses are only there to protect wiring from fires and will blow if there's an overcurrent problem or a short. The second part of your question though, yes some hardware can isolate circuits if there's a problem, but I've never seen anything like that on cars.
