It's just an idler pulley, looks like it's sitting a bit funny though. Bearing possibly failed on it? Should be a simple job to replace judging by where it is.

I must say I've never seen one like that before, usually the idler pulley itself is below there on a bracket and is adjusted using a long bolt.

Looks like your adjuster is missing.

Looking at that air conditioning cover it may be a aftermarket a/c system fitted would explain the different tensioner

I think this might sound a bit strange but to me it looks like a belt tensioner part do you think it's possible that the person who owned it before me has replace the idler pully with the wrong part?? The diagram in the pic looks like every pic I ve seen of my engine (I ve owned the car a few weeks)

Looks like a bodge instead of using the right part.

Already posted a picture of what you should have, it's clearly the wrong part that someone has fitted to get the thing working.

I think I know why is there. And i want the pics for this fix lol.

That tensioner pulley is ridiculously weak. When I changed the belts on mine, it was so tightly done by previous owner, nut snapped in half. Hence now no more A/C.

Them tensioners are known to break.
