Thumbs up Shocking mpg

My Subaru non turbo is doing around 22mpg which from asking other members is bad milage, I should be high 20 into the 30s.

Now I have 2.5'' catback fitted and second cat delete (passed mot as the centre pipe has a cat on it) This pipe certainly sharpened the revs on the motor and gives a nice sound.

Ran a couple sets of diagnostics on the car, with the car warm my lambda is reading 1.0 constant (factory wideband) and is always saying lean. Even when driving it says lean.

Car throws p0136 code when I go on the motorway.
Details on the last code.
Engine speed 1875 rpm
Vehicle speed 50 kmh (think I slowed down for a sheep or summin)
Load value 19.2
Short term fuel trim -0.8 %
Long term fuel trim 3.1 %
Map sensor 69 kpa

Car on idle results
Short term fuel trim 0.0%
Long term fuel trim 1.6%
Oxygen sensor b1 s2 voltage 0.325
Oxygen sensor b1 s2 short 0.0
Wide rang lambda b1 s1 1.526
Ozygen sensor b1 s1 voltage 0.999V

And heres the results from another po136 code
Load value 39.2
Short term fuel trim 3.1%
Long term fuel trim 2.3%
Map sensor 85 kpa
Engine speed 2988
Vehicle speed 106kmh

My second exhaust sensor is a state and think its broke (inside the probe rattles) but im getting mixed info online, some people say it doesn't effect the fuel trim and others are saying it can add 10 - 20% if theres a problem. Add 20% would give me 26mpg ish, so better.
When I change gear the rev don't settle quickly.
Around 3000rpm the car has supercharged whistle sound, air leak? but I don't have any rough idle.
Also I have a fuel leak, would that cause a air leak problem (car sucking in air instead of fuel vapour from evap system or some thing)

If anyone could shed somelight on what my car is doing it would be much appreciated, im just getting annoyed and its freezing outside so don't want to be testing every single bit to find its a common problem or something.
Luckily fuel is reasonably priced atm.

Thanks in advance!!

Yeah, I gave it full service before using it. Going to take the tank off this week and fix the leak, exhaust sensor still hasn't arrived.

Hopefully the leak and sensor fix the problem.

Ok sensor arrived today, my old one has 3 wires and new one has 4, the plug on the loom has 4 wires so im guessing I had the wrong one in there from day one lol.

Now car running my front 02 sensor sits 1.0v idle and with a decent rev its moves from 1.5 to down to 0.7v. But it constantly says lean.
What's the deal with this? I thought it would be going rich to lean and back really fast.

Confused, do I go from the voltage or lambda?
Voltage x 14.7 or lambda x 14.7? if its lambda im lean but if its voltage im perfect lol
