idle speed when cold..??

Hi,
Just got a query about my MY95 wrx...
When the car is cold and i start it the revs increase to around 1400 and if i blip the throttle they will settle to about 1100rpm is this normal...??
Also the car seems to run very rich when cold only for the first min or so.... the exhaust gasses smell quite strong... is this normal... and no smelling exhaust gesses is not normal i know..
