Not much more to say other than i am about to get a MY99 uk wagon turbo and as it has 12 months subaru warranty on it, engine mods are out of question.

It's repositioning the steering rack/stiffening the mounts.
If you imagine that the ends of the steering rack that go to the track rod ends are not parallel to the road when the car is stationary, when the car is moving and either brake/hit a bump/accelerate then the steering arms will move up and down. This will serve to make them shorter or longer and thus make the car toe in or out relative to the static settings. The bumpsteer mod reduces this effect and attempts to keep the toe settings closer to the static setting when the car is being driven.
Obviously the ideal is to keep the rack ends parallel to the ground at all times and thus preserve the toe settings, but the only way you will achieve this totally is to have suspension with no movement
It is also normally carries out with a full four wheel alignment - toe, camber and caster check front and rear. Powerstation are the acknowledged masters of this.
