I read somewhere that the only way Subaru could get the impreza to pass sound emission tests was to cut the boost when held at constant throttle. So it could be your ECU thinking its being tested when your holding onto the gear before you make your move.

My 99 gets it all the time - a real pain. Stuck behind a van at 35...pull out to overtake...nail it...where's my turbo gone ?
When I get round to it, I'll remove the check from the code, so you get the problem removed as part of an EcuTek remap.
Cheers

Yes, don't lose sleep over it. Its a "feature" of the ECU.
I could get it to occur at will in my ex MY00 GC.
Essentially, the noise emissions test requires the car to be driven at a steady 50kmh in gear 2 or 3 (depending on # of gears, max power etc). In the Rex, its gear 2. Once the start line is approached at 50kmh, the throttle is opened as quickly as possible to the max. The sound measuring equipment is positioned some distance down the road by the side.
I guess the Subaru engineers figured that instead of strangling the car to silence it, they would build this feature in. I would ammend my driving style to gradually open the throttle instead of flooring it. You lose no time, and still get max boost instead of 0.5bar.
Hope this helps.
