Pulling?

Pulling?
I have uk impreza turbo 1995. When i accelarate the car boosts, but then stops pulling at about 4000 revs and sometimes when i am setting off it doesnt feel to be pulling at all, does anyone have any ideas or had a simular problem of what it could be?
