The up-pipe is the one leading into the turbo, and the downpipe is the one after the turbo, change the downpipe first, but be warned, if you later decide to change the up-pipe aswell, then you'll have to remove the downpipe in order to do so.... then obviously you'll have to re-fit it again when you're done....

Depends which car you've got...
AFAIK you can run a decatted up pipe without having to remap, unlike a decatted downpipe which does need a remap (at least on a newage WRX...)
