newbie with power upgrade ?

newbie wants more power
Hi I have a MY97 uk turbo saloon with 75K miles and I am thinking of increasing the power.
Engine wise the car is standard and has been the most reliable car I have ever owned, I would like to keep it that way but would like a bit more low to mid range grunt. Torque figure around 280- 300 max
reading other posts, it seems that MY97 impreza ecu is extremely difficult to map, so I thought about looking at the Apexi fc with commander, to monitor engine parameters.( Andy F tweek hopefully)
With the Apexi and a full magnex decat will it be attainable or do i need to upgrade other parts ? turbo, IC, fuel pump etc.
other Mods I have are
Eibach pro springs
powerstation Geometry, bump steer and white line rear ARB with solid droplinks. Transformed handling
Godspeed Brembo kit and steel hoses
MY budget is about £1500
If I need other parts can I run it with the above upgrade whilst i save up for extras and what will be the torque approx with a Apexi and decat.
Those with upgrading Knowledge I would appreciate your comments.
