Question Panel Filter and Intake Silencer Removal. . .

I have a MY99 UK with a HKS Superdragger (cat-back).

I have removed the intake silencer box from the wing and an replacing the standard panel filter with a JR one later this week (wrong order to do it in I know). I was told that with the exhaust and intake silencer removed the car risks running lean WITH AN INDUCTION kit (not panel) and I want to know if the same risk exists using the panel filter?

Can the panel filter (with intake silencer removed) damage the MAF like the cone filters do ?

Does the direct air flow over the MAF through an induction kit as opposed to the smooth controlled flow through a panel filter make the mafs reading inaccurate or something similar ???
