Angry Leaking fuel pipe.

I was crawling aroung under my car today to try and get the numbers off the back diff when I noticed a strong smell of petrol. Sure enough, I looked at the tank and it was wet with fuel. I couldn't see any cracks/dents or holes in it so I thought it was either a) fuel filler neck or b) fuel pump seal.
I opened the boot and took off the protective cover over the fuel pump assy and had a wee wiggle at the fuel hoses. To my dismay the smaller of the three pipes has fractured slightly and it was very slowly weeping. There was also a 2" stain on the foam seal for the cover - not the pump seal. 1st question is, how come if this pipe is leaking there is no signs of fuel running down the tank? Surely running fuel would leave tell tale trails?
2nd question is, Do I have to drop the tank to replace this wee pipe or are there any other access holes under the rear seat? I can see where they join but can't get to it.

MY93 WRX with knocking diff, leaky petrol pipes, rattly heatshields, c/l fault, rubbish headlights, 1 blown engine, 1 £900 clutch/flywheel, 2 pots skipped, shagged engine mounts. I love cars

If its the small pipe, then i am pretty sure that is the pipe for the pressure release from the fuel tank.
