Default Power loss @ 4000 RPM - Help please!!

MY99 Uk, full H & S decat, Blitz SUS filter.
The car runs fine upto 4k revs in all gears, then pops & farts like goodness(!)
All assistance from Guru types more than appreciated.

Thanks

Jas,

It seems worse when the car is hot.
I have no idea what I'm boosting at - how do I tell & what is the cure for overboost?
