Reuse of head bolts

Are thses stretch bolts? I heard a rumour that they could be used twice before being thrown away, or is it advisable to replace during a rebuild?

If you're rebuilding, why not fit decent ARP ones anyhow? I'd consider them as consumables, same as oil pump and cam belt tensioner.
