Question

What sort of things would cause boost pressure to be 2-3psi lower than expected?

How much can a standard MY98 engine take?

What would an extra 2-3psi translate to in terms of BHP and Torque?

Questions, Questions.

Check for leaking Pipes and hoses.

How much boost can a MY98 take, is that how much safely or before it goes bang?
My MY98 had 18/19 psi peak and would hold 16/17psi this was a PE phase 1 car and has been going well now for a few years.

I was told the you can expect 7 bhp for ever extra 1 lb of boost this is without a remap or ignition timing adjustments.
