i have my94 wrx it has a hks exhaust system on it it an arc air filter baileys dump valve finding car slow what would the next best upgrade be to give me more power and acceleration

it has one big pipe to rear box no cat as far as i know
what ecu would be recommended i was thinking of the power engineering ecu
