STI / WRX /PPP-ed enginemanagement VII

Pete Croney made an interesting statement on an earlier topic regarding the safety of the new engine:
"One thing that is different is that the latest ECU retards cylinder 3 ignition, so that this cylinder runs cooler and safer."
Is this for the STi engine only or does that go for the WRX (UK/Europe version)aswell? Is this feature also included in the PPP ECU for the new WRX (Mike can you answer this?)
Also if the cylinder 3 is most prone to detting why isn't the knock sensor mounted near cylinder #3?
