Just got a scoobysport downpipe and and dump valve to atmosphere to compliment my blitz nur spec back box on my 97 sti type R

The car pops and bangs on decelaration but not when changing up through gears. what can be done to achieve this ?

The only way to do this (i think) is to fit some sort of anti-lag to the engine, that would make it crack like a gunshot and spit flames when you change gear.

the pops and bangs you hear on deceleration at the moment is the overrun, which is when a small amount of fuel is being burnt when you lift off either in the engine or from the heat of the exhaust. if you want to get this between gearchanges then you would have to lift off for a while !!!!!

try bouncing off the rev limiter before each change... that should send flames, pos, bangs, pistons, conrods etc out the tailpipe on upchanges.
