stainless steel rusty spots?

I have an STI Sports muffler (the aftermarket STI one, not the one that came fitted with the version 5/6) on my 99 and noticed that on the silencer (muffler) ther are a lot of small red dots (rust or what could it be?)
I thought that stainless steel is not supposed to rust?
Anyway, since I have to swap it today for the TUV check that is coming up, is there something I could treat it with to remove those red dots and prevent for more to come?

It will be rust. Stainless steel comes in lots of different grades with different rust resisting capabilities. You will probably find that the spots are not very deep. Polishing the surface will help prevent rust but you have to weigh up whether it is worth all the effort You could just polish the visible bits & leave the rest to it's own devices I don't know of any easy way to treat the surface but others may?

Yes probably has to do with grades. Since this backbox is from Japan I believe this particular grade is not so rust resistant as they do not overfill the roads with all kinds of salt'n' other crap.
I had it off today, and polished it with some special stainless steel polish but it did not go off. Also, the rust ios not that deep just spots on the surface and now, that I had it of, it does not look that bad, after all.
