Cooling Fans on radiator

Can some one tell me why is there two fans on the radiator of my WRX. One fan comes on in traffic etc.. but the second one never cuts in is this normal or is broken?

The second fan is for your climate control (or air conditioning in the case of anyone with a UK car!)

Run your climate control at freezing, then sit in traffic for a few hours, it may spin then!
