If anyone has fitted these could you tell me the correct way to fit them . I interpreted the instructions to say that you torque them into the block first , then torque the head on , is this correct ?

Er?
I'll assume you're doing this with the engine out of the car, not sure it's possible with the engine in place, not without a lot of aggro.
TO fit the studs, use 2 of the head nuts locked against each other so you can turn the stud with a spanner. Put them into the block first, although you shouldn't torque them as such. Do them up as far as they will go, make sure they are starting to bottom out, rather than getting to some as yet unused portion of the thread. Then back them off about a turn from where they started to bottom out.
Then fit the heads once all the studs are in, lube the threads with the arp lube. Not sure what the torque spec is for the ARP kit specifically, but you want to make sure you bring the bolts up to full torque, then back them off, retorque, then on the 3rd time of torqing up you're done.

Dave,
You only "torque" the studs into the block, IF you are using a thread sealer. Otherwise, it says "hand tight only". This assumes the studs can be wound down to the bottom by hand. Otherwise, it says run a tap down the threads to clean them out.
For Ally blocks it says use 65ftlbs of torque on the nuts.
Yes you fit the studs into the block first, and then the heads.
Mark.
