High Boost in 5th gear Only?

Any opinion/advice on the following appreciated:
MY02 WRX, 3" full decat, FMIC, APS CAI, APS dump valve, Unichip, SECS
I have just fitted a Autometer (mechanical) boost gauge and was surprised to find the following:
SECS reporting 1.01 bar as max boost across any gear at any time, which is what the Unichip has been set to acheive.
Since the mechanical boost gauge has been fitted I have noticed the following:
1st gear - no idea of max boost as I'm a bit busy!
2nd - 4th gear - max boost at 16(ish) psi (1.1 bar) from 3500rpm(ish) to redline (WOT)
5th gear - boost held at 16psi from 3000rpm to approx 4500rpm, then leaps and is held at 21psi (1.4 bar) until I loose my bottle or run out of road (again at WOT)
(obviously this is all on my personal runway!)
This is using the stock turbo (TD04?) and was not what I was expecting to see!
Knocklick to be fitted in a couple of days (when it is cool enough to work on the car ) to ensure that nothing horrible is happening!
Is this 'surge' or am I just a muppet?

The SECS I think can read wastegate duty cycle? Might be interesting... I'd guess that the wastegate can't dump enough gas in 5th above 4k5rpm. It is an incy-wincy turbo, after all!
