raspy metallic sound come in at full chat around 4,000 rpm and onwards?

The noise appears to be coming from the heat shield area....
Have noticed a bolt missing from between the heat shield and chassis leg......
Any ideas would be greatly appreciated

I had similar pb, inspection revealed -poor quality- welding craked on the top aft of the up pipe shield.
It can be TIG re-welded on the car, from the underside... with a lot of patience
