Well it is not running closed loop lambda control. The most likely (but not only) reason is the lambda sensor. Other sensor errors or problems could lead to an overfuelling situation, and the closed loop lambda control can only correct it in a +-25% range.

Sometimes lambda sensors vary with various voltages when they fail, of course you are reading from the lambda sensor, bit of a chicken and egg situation without full ECU diagnostics in front of you to be sure.

I sometimes get the AFR showing constant blue when the car is not up to full temperature, which you would expect. It usually goes out after a couple of miles though.

If you Lambda has failed and feeding duff results back to the ECU ans you end up running rich, it will foul your plugs in no time.

Your sluggish perfromance may be due to the plugs now being very black. Pop the front o/s one out (the easiest) and have a look.
