Adjusting idle speed

Can it be done "manually" under the bonet, or is it an ecu thing?

ECU, as JGM says.

There is an adjuster barrel on the end of the throttle cable, but it's for adjusting cable play only.

Under normal circumstances you shouldn't need to adjust it, so the very fact you're asking how tends to indicate that something's wrong.

Idle should be between 750 and 800rpm when the engine is warm. If it's higher or lower than this, suspect either a sticking idle speed control valve, or a failing mass airflow sensor.
