whats the normal turbo boost pressure for sti 97. does this keep varying with fuel octane rate? were do i tap to place turbo boost gauge?

The boost will not change with Octane rating.

There should be a little black rubber bung on one of the pipes on the inlet manifold. Pull the bung off and stick your hose on there!!
